Regulation: REACH – SVHC Candidate List
On November 5, 2025, the European Chemicals Agency (ECHA) added one new substance to the Candidate List of Substances of Very High Concern (SVHCs), bringing the total number to 251 substances. The addition of this new entry follows the decision made by the ECHA Member State Committee in its October 2025 meeting.
The newly added substance is classified due to its very persistent and very bioaccumulative (vPvB) properties. It is widely used as a flame retardant in polymers, coatings, adhesives, and consumer goods.
Newly Added Substance
| Substance Name | CAS Number | Reason for Inclusion | Common Uses |
|---|---|---|---|
| 1,1’-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE) | 84852-53-9 / EC 284-366-9 | vPvB (Article 57e) | Flame retardant used in adhesives, sealants, coatings, fillers, clays, inks, lubricants, waxes, polymers, cleaning agents, and personal care products |
Compliance Reminder
Under the REACH Regulation, exporters and manufacturers must ensure that any article containing an SVHC at a concentration above 0.1% (w/w) meets communication and notification requirements:
- If the total export quantity of the SVHC is below 1 tonne/year, suppliers must provide downstream users with an updated Safety Data Sheet (SDS).
- If the total export quantity exceeds 1 tonne/year, producers or importers must notify ECHA before placing the article on the EU market.
- From January 5, 2021, suppliers are also required to submit SCIP notifications under the Waste Framework Directive (WFD) when SVHC content exceeds 0.1%.
Companies exporting to the EU are encouraged to review their formulations and supply chain documentation to ensure continued REACH compliance.
