EU Updates Glossary of Cosmetic Ingredient Names

On July 10, 2025, the European Commission published Implementing Decision (EU) 2025/1175 in the Official Journal of the EU, officially updating the Glossary of Common Ingredient Names used for cosmetic labeling in the European market.
This new glossary covers 30,418 ingredients and replaces the previous glossary established by Decision (EU) 2022/677. It enters into force on July 30, 2025, with formal application starting July 30, 2026. During the transition period (July 30, 2025 – July 29, 2026), cosmetic businesses may begin using the updated glossary terms to ensure labeling compliance.
Regulatory Background
Under Article 19(1)(g) of Regulation (EC) No 1223/2009, cosmetic product labels must list ingredients using standardized names as defined by the Commission in accordance with Article 33. These names must align with internationally recognized nomenclature, particularly the INCI (International Nomenclature of Cosmetic Ingredients).
Key Updates
- Expanded glossary coverage: The number of recognized cosmetic ingredient names increased from 30,070 to 30,418.
- Incorporation of latest INCI data: Newly published INCI names from the Personal Care Products Council (PCPC) in the U.S. were adopted.
- Correction of previous entries: Errors and omissions from earlier versions were addressed.
- Removal of outdated fragrance names: Fragrance components no longer used for labeling or already covered by INCI were removed.
- Use of Colour Index (CI) numbers: CI numbers will be used as the standard name for coloring agents (excluding hair dye colorants).
